Residents trying to register for Osaka City's online administrative services, change their email address or reset a password have hit a dead end. The system's outgoing mail stopped around 17:40 on October 31. The city's November 3 announcement adds another concern: users' names and email addresses may have been exposed through an outside email provider. Whether Osaka users' information actually leaked, and how many records might be involved, remain under investigation.

The service provider is TKC, which uses Arara's email-delivery service. The city says TKC notified it of the possible exposure on November 2. It has not confirmed unauthorized access to the city's administrative system itself or the system provider's data centre. That distinction matters: an attack on the mail supplier is not proof that the whole municipal system was breached.

The service's own notice, updated November 3 at 21:45, spells out the practical limits. People who need an emailed two-step verification code cannot log in. Those who do not need that code can still log in, though the system says it takes about a minute. Applications remain available apart from the email functions; a loading icon after submission may persist for about a minute before completion. There is no announced restoration time in that notice.

The wider vendor figures need care. TKC's November 2 second report says up to 2,230,812 email addresses across its customers are in the affected group. That is not an Osaka City count, and it is not a count of distinct Osaka residents. The city's own total is still unknown.

For residents, the cost of the supplier failure is already concrete: account access and recovery are restricted while they wait for an answer about their data. The city asks people not to open links or attachments in unexpected mail or enter passwords, PINs or card details. It also warns that the outside service was used to send messages impersonating credit-card companies. Further instructions, if needed, will come through the system's notices or the city website.
