October ends with a doctor on a station screen, a new storm-watch plan for underpasses and another chunk of Umekita given an opening date. There is plenty to do this weekend without pretending every patch of public space is a shopping opportunity. Some of it is even free. Read the conditions before leaving home, though: an open booth is not an open clinic, and an outdoor film festival is not a Halloween party.
Station consultation booths: the small price is not the whole bill
Osaka Metro and KDDI announced an October 30 start at Nishi-Umeda and Kitahanada, with Tenjinbashisuji 6-chome following in early November. All are outside ticket gates. The booths' advertised 9:00-21:00 window is not every partner's reception time. Medical consultations carry a ¥330 system fee plus medical costs; pharmacy guidance has a separate ¥330 system fee including delivery, plus medicine costs. Other services mix free advice with commercial contracts.
The operators also disclose AI analysis of security-camera footage inside the booths. Their announcement did not settle retention, access or audio recording. Calling it an individual enclosure does not answer those questions. This is an announced rollout, not our on-site confirmation that a particular booth is operating.
Ten underpasses get an earlier storm watch
Osaka City has selected ten of its sixty underpasses for advance placement of on-site monitors. The stated trigger combines a level-4 heavy-rain danger warning with a forecast maximum hourly rainfall of at least 60mm; road managers can also act when they judge it necessary. The aim is faster closures when conditions turn dangerous.
That is a staffing and closure measure, not new drainage capacity. It also does not mean the other fifty underpasses are safe in heavy rain. The policy began October 23. We covered it this week; it is not a live list of road closures.
Umekita gets more park on November 20, not a finished park
The developers say about 8,400 square metres of Umekita no Mori will open at noon on Friday, November 20. The 350-metre Hirameki no Michi route is due to open in full the same day. The wider park's full opening remains planned for around spring 2027.
More space to walk is welcome. A partial opening should still be called a partial opening. This weekend's cinema is elsewhere in the already-open Grand Green grounds, not an invitation into the new forest.
Midosuji: November 3 for the lights, November 23 for the ceremony
The illumination runs November 3-December 31, roughly 17:00-01:00, between Hanshin-mae and Namba-nishiguchi. The road-opening ceremony is a separate November 23 event, scheduled 17:00-19:00 between Yodoyabashi and Semba Chuo 3. Do not turn up this weekend expecting the main illumination to have started, or mistake the late-November ceremony for the first night.
This weekend: free cinema at Umekita, without the costumes
Outdoor Life Festa runs Saturday, October 31 and Sunday, November 1. Grand Front's Umekita Plaza is scheduled 11:00-18:00; Grand Green's ROHTO Heart Square Umekita runs 11:00-20:00. The free, no-booking night cinema is at Grand Green only, starting 18:00: Wicked on Saturday and Jurassic World Rebirth on Sunday.
The organiser asks visitors not to come in costume. Place-holding starts only after the preceding stage programme ends, and capacity controls may apply. Admission is free, but some workshops and other activities have separate charges or sign-up conditions. Rain is allowed for; severe weather can cancel it. Screening language, subtitles and seating arrangements were not confirmed in the material checked.
Sunday in Suma: inside the red lighthouse, at ground level
Kobe opens the former Wadamisaki Lighthouse in Suma Seaside Park on Sunday, November 1, 10:00-15:00. Admission is free, with no advance application. This is access to the ground floor, not a climb to the lantern. Numbers may be controlled; the interior is dark and staff directions matter. Ordinary rain does not cancel it, but warnings or natural disasters can. JR Suma-kaihinkoen is about a twelve-minute walk away.
Wasso on Sunday, Edo paintings from Saturday
Two more dates worth separating from Halloween. Shitennoji Wasso's Naniwa Palace stage event is scheduled Sunday, November 1, 10:30-17:00 at the Naniwa Palace ruins in Chuo Ward. Entry is free; it is cancelled in rain. The programme centres on East Asian exchange, with historical performance and present-day music and dance. Despite the name, this event is not at Shitennoji temple.
The British Museum Edo painting exhibition opens Saturday, October 31 at Nakanoshima Museum of Art and runs to January 31, 2027. This weekend's hours are 10:00-17:00, last entry 16:30. Adult admission is ¥2,300; other ticket categories apply. It is an indoor alternative, not a free one. Check the museum's closure calendar before a later visit.
